Summary

The programme offers a fast-track route into the profession for individuals experienced in construction and property industry but who don’t currently hold a cognate degree. The MCIOB qualification will unlock employment opportunities in the construction and property sector for those who complete the course and candidates will be well placed to undertake their first role in property development management.

The programme is focused on developing the candidates in order that they are industry-ready and, as such, the learning and assessments are both practical, industry-led and directly related to the role of the property development manager.

In markets with particularly high demand the course may be of interest to employers as the remote delivery will enable individuals to learn and upskill around their current work commitments and open up opportunities to individuals working overseas, returning to the industry after a career break or those who can’t afford the time to complete a professionally accredited degree.

Objectives

By the end of the course, you will be able to (there objectives are not exhaustive):

Unit 1 – The Property Development Process

• Explain the process for site selection and assembly
• Evaluate the various property development stakeholders and their respective roles
• Demonstrate an understanding of the planning decision making process and reasons for the refusal of
• Undertake property market research
• Explain the various component costs in a residual development appraisal
• Source the various cost elements in a development appraisal
• Explain factors which can influence costs
• Arrive at the capital value of a completed development

Unit 2 – Construction Technology and Processes

• Explain the effect of the built environment and setting up site
• Explain the process for the choice and construction of the substructure
• Evaluate the most appropriate choice of foundation for a given purpose
• Explain the processes and their application for the remediation of contamination of land
• Explain the process for the development of a retaining wall and its use
• Develop a sound understanding of building services

Unit 3 – Legal aspects of the property development process

• Demonstrate a sound understanding of various elements of contract law
• Demonstrate a sound knowledge of the law of tort and its application in the construction context
• Demonstrate a basic understanding of ownership, rights and interests in land
• Demonstrate a sound understanding of the various procurement contract

Unit 4 – Town Planning System and gaining consent for development

• Describe the town planning system in the UK and the key stakeholders therein
• Demonstrate an understanding of the town planning system in the UK including the meaning of ‘development’
• Be able to explain the system of development control and its various aspects
• Be able to explain the planning application process including the appeal process.
• Understand and discuss the concept of planning gain, planning obligations, planning conditions and permitted development

Unit 5 – Construction Development Economics

• Describe key factors which affect the economics of design in a given project
• Be familiar with the five methods of property valuation and their application

Unit 6 – Preparation for Professional Review Descriptor

• Be able to understand and explain the application, assessment and appeal process for the Professional Review
• Demonstrate competency – Management Competences
• Demonstrate competency -Occupational Competences
• Demonstrate competency -Commitment to Professionalism

The course will cover:
• Unit 1 – The Property Development Process:
Content on this module will include but note be limited to:

• The entire property development process from the initial feasibility study through to the completed development, including the determinants of demand for development activity.
• The methods of undertaking development appraisals and sensitivity analyses for various types of development, demonstrating an understanding of the significance of the market information.
• Construction design economics and how factors at the design stage can impact on the viability of projects.
• The role of the development managers and the other key players and stakeholders and their roles in the property development process.

• Unit 2 – Construction Technology and Processes:
Content on this module will include but note be limited to:

• Operational aspects of the construction management process
• Construction technology: substructure
• Construction technology: superstructure
• Construction technology: building services
• Construction project management: from pre-construction to occupancy

• Unit 3 – Legal aspects of the property development process
Content on this module will include but note be limited to:

• The law of contract: contract requirements and validity
• The law of contract: discharging the contract and remedies
• Tort and liability in the construction context
• Construction law: considering the various procurement contracts and standard forms of contracts.
• Property law: considering ownership, rights and interests in land

• Unit 4 – Town planning system and gaining consent for development

• The town planning system in the UK and the key stakeholders therein
• A thorough exploration of development control in the UK context
• The planning application and appeal process

• Unit 5 – Construction Development Economics
Content on this module will include but note be limited to:

• A consideration of the factors which affect building design and costs
• The application of the principles and guidance in relation to preparing construction budget costs
• The five methods of property valuation and their application

• Unit 6 – Preparation for Professional Review
Content on this module will include but note be limited to:

• The application, assessment and appeal process for the Professional Review.
• Demonstrating competency – Management Competences.
• Demonstrate competency – Occupational Competences.

Suitability

This programme is suitable for anyone who works in the construction industry in a management or supervisory position such as building contractors, estimators, site managers, clerks of work, architectural technicians, surveyors or experienced tradespersons. The programme is equally relevant to anyone in the property industry such as self-builders, property managers/ investors, estate agents or those working in the housing industry.

Assessment

Assessments are by scenario-based assignments approved by the CIOB Awarding Organisation.

The assessment criteria are based on three areas:

1.Task achievement – This is a measure of how well the learner answers the task question/questions and the identification of the key aspects of the task.

2. Technical Content – This is a measure of how well the candidate identifies, describes and evaluates the technical aspects of the task.

3. Presentation – This is a measure of how well the candidate presents the assignment and includes the quality of the lay out and paragraphing, the quality and relevance of visual or graphical content and the referencing used for quoted sources.
