Overview

With the ascendancy of the Building Safety Act it’s more important than ever to understand our legal obligations as a principal contractor and how that relates to competence and best practice project management procedures.

As principal contractors we need to objectively evaluate our roles and responsibilities, processes and procedures. Are they compliant? Do they mitigate risk? Do they align with competency requirements?

Candidates will only be certified as a Principal Contractor after successfully completing the CIOB Principal Contractor Competency Certification Scheme (PCCCS). Objectives

By the end of the course you will be able to:

  • Demonstrate a working knowledge of the Building Safety Act (BSA) and share that with clients, consultants, and the supply chain.
  • Demonstrate an understanding of our obligations and those of others as duty-holders by identifying and explaining these responsibilities in various contexts.
  • Identify how the Building Safety Act has an impact on Principal Contractors. (unchanged)
  • Examine best practice management processes and procedures and analyse what constitutes effective implementation and success.
  • Identify the key skill sets for successful project outcomes
  • Explain the concept of competence and its relevance to our roles and responsibilities.
  • Identify how we relate our role to competency requirements
  • Complete a personal reflection on our current SKEB (Skills, Knowledge, Experience, and Behaviours) and start to compile our personal competency assessment.
  • Understand the context of the PC Organisational Competency Assessment.
  • Review the next steps for formal competence assessment.
Contents

To understand our compliance obligations, we need to benchmark the legislation that defines those requirements. Day 1 explores the Building Safety Act, generating a wide appreciation of key topics in relation to the PC role (key legislation, duty holder obligations, new bodies, the gateway process, change control, golden thread and safety critical elements) linking up associated legislation – CDM, HSWA, BRAE, Fire Safety Act 2021.

On reflection we then appraise our awareness of current competence in relation to day 1 topics.

Day 2 focuses on principal contractor obligations and competency evaluation. Having reviewed the competency framework and context we outline the key principles of best practice project management, considering best practice procedures, phases of contract management and project management qualities.

With particular emphasis on best practice project management procedures, we evaluate how our interaction with procedures contributes to meeting our legal obligations and supports our personal evaluation of competence. Each section is fully interactive with guided workshops to review, record and appraise your competency standing relative to your roles and responsibilities.
